“While we do not underestimate current headwinds facing Crown, there is growing confidence we have turned the corner,” CEO Steven McCann said on Thursday.

“All three of our domestic resorts are back open.”

Mr McCann said Crown was “working well with the regulators” to deliver a responsible world-class gaming operation.

In recent years, Crown has been in the sights of gaming regulators in NSW, Victoria and Western Australia investigating allegations of money laundering and oversight and compliance issues.

Crown’s underlying first-half loss was $ million, compared with a profit of $ million.

Crown Resorts could open its multi-billion-dollar casino in Sydney by the end of the year after agreeing to a raft of new measures with the state's gaming regulator.

The gambling giant was found “unfit” to hold a gaming licence for the casino at Barangaroo after a year-long inquiry instigated by the Independent Liquor and Gaming Authority (ILGA).

Crown Resorts has made new commitments with the ILGA in a bid to finally open the casino inside the $ billion Barangaroo tower.

The commitments include plans to pay a portion of the costs of Commissioner Patricia Bergin's inquiry, paying a casino supervision levy, ceasing all international junket partnerships, adopting a cashless gaming model and phasing out indoor smoking.

ILGA chair Philip Crawford said Crown could satisfy the regulator by the end of the year, pending several audits.

“How long these audits will take I don't know, crown casino open could be, probably ambitious to say, the end of June but probably it'll go just into the third quarter of the year,” he said.

“But if you look back to February, there's no doubt that Crown working with us has achieved a lot.”

Mr Crawford said current work included a forensic inspection of Crown’s bank accounts.

Chair Helen Coonan has been doing double-duty as interim chief executive since February.

At that time chief executive Ken Barton resigned as part of a clear-out of directors and executives in the wake of the inquiry.

Ms Coonan today said Crown Resorts still had "more work to do".
